Following an internal audit conducted in March by the Internal Audit and Accountability Branch of IRCC, clear rules for the creation of pilot programmes should be implemented, according to a document distributed internally by Immigration, Refugees and Citizenship Canada (IRCC) on July 18, 2022.
Since April 2013, 11 pilot programmes have been developed. One of these projects has been made permanent; three others are being converted to permanent programmes; three others have been replaced or redesigned; and four others are still in the pilot stage.
All programmes are developed in accordance with ministerial directives. The Immigration and Refugees Protection Act (IRPA) contains a clause known as Ministerial Instructions that enables the immigration minister to give special instructions to immigration officers in order to further the government’s immigration objectives.
