The Immigration, Refugees and Citizenship Canada (IRCC) has officially announced the details of the Rural Community Immigration Pilot (RCIP), a new initiative designed to support labor shortages in designated rural communities across Canada (excluding Quebec). This program aims to attract foreign workers who wish to settle permanently in these communities and contribute to their local economies.
Which Communities Are Participating in the RCIP?
On January 30, 2025, IRCC confirmed that 14 rural communities across Canada have been selected to participate in this pilot program:

Ontario: North Bay, Sudbury, Timmins, Sault Ste. Marie, Thunder Bay

Manitoba: Steinbach, Altona/Rhineland, Brandon

Saskatchewan: Moose Jaw

British Columbia: West Kootenay, North Okanagan Shuswap, Peace Liard
Each community will be represented by a local economic development organization, which will work in collaboration with IRCC to:
✔ Identify key labor shortages
✔ Designate trusted employers
✔ Recommend eligible candidates for permanent residency (PR)
Further details, including the timeline for employer and candidate applications, will be provided by the respective communities in the coming months.
Who Is Eligible for the RCIP?
The RCIP is an employer-driven, community-focused program, meaning all applicants must receive a valid job offer from a designated employer. To qualify, candidates must meet the following criteria:
1️⃣ Work Experience – Applicants must meet certain work experience requirements, though qualified international graduates may be exempt.
2️⃣ Valid Job Offer – Candidates must secure a genuine job offer from an employer approved by the economic development organization in their chosen community.
3️⃣ Language Proficiency – Language requirements will be determined based on the job’s NOC TEER classification.
4️⃣ Education Requirement – Applicants must have completed at least a high school diploma or equivalent.
5️⃣ Proof of Funds – Applicants must demonstrate financial stability and show they have enough funds to support themselves and their family for one year.
6️⃣ Intention to Reside – Candidates must genuinely intend to settle in the rural community where they have received their job offer.
7️⃣ Recommendation Letter – Applicants must obtain a valid recommendation letter from the designated economic development organization before applying.
Note: Applicants currently residing in Canada must hold valid temporary resident status at the time of their application and must maintain their valid status until they obtain PR.
