OINP stands for Ontario Immigrant Nominee program, and is the province’s economic immigration plan. It relies on OINP foreign worker streams and OINP international student streams. These OINP streams are designed to allow immigration to people who are full-time employees with work permits in Ontario and lays out the eligibility requirements for the immigrant nomination program (OINP).
The key to success in the job offer streams, either as a foreign worker or an international student, is having a valid job offer from a qualified employer in Ontario. Applicants will need to show that they have the qualification and experience to perform the job offered.
The Employer Job Offer stream is one of Ontario’s Provincial Nominee Programs that requires the candidate to have a valid job offer from an employer in Ontario to be eligible.
When receiving a nomination under the Employer Job Offer Stream, candidates can then apply to the federal government for Permanent Resident status.

Job Offer Requirements:
- The job offer must be for a full-time and permanent position.
- The job offered must be in a skilled occupation at Skill Type 0 (managerial positions), Skill Levels A (professional jobs), B (technical jobs and skilled trades) of the National Occupational Classification.
- The pay of the job offered must meet or exceed the median wage level (low wage level for international students).
- The position offered must be urgently necessary to your employer’s business.
- The work you do must be based primarily in Ontario.
Applicants Requirements:
Foreign workers
- Must have at least two years of accumulative paid full-time work experience in the same occupation as your job offer. The work experience must be within the five years prior to the date you submit your application.
- Must intend to live in Ontario after you’ve been granted permanent residency.
International Students
OINP employer job offer international student stream is designed for the international student stream (OINP) to allow students to immigrate to Ontario. Employer forms (OINP) will be required. OINP international student stream processing time varies.
- Must have received from an eligible Canadian institution one of the following:
- A degree or diploma that takes at least two years to complete if you study on a full-time basis, or
- A degree, diploma, or certificate that takes at least one year to complete if you study on a full-time basis and that requires a completed degree as an admission requirement
- Must have completed more than half of your studies while living and studying in Canada.
- Must submit your application within two years of obtaining your degree, diploma, or certificate.
- Must intend to live in Ontario after you’ve been granted permanent residency.
