    Inviting 100 Applicants: IRCC will extend invitations to 100 citizenship grant applicants to apply for a passport during the citizenship processing stage.
  • Streamlined Passport Application: The pilot program introduces a new, simplified passport application form that utilizes the information already collected during the citizenship application process.
  • Passport Printing by IRCC: Once the applications are processed, IRCC will take charge of printing the passports. This innovative approach aims to reduce the burden on Employment and Social Development Canada (ESDC) offices.

 

Enhancing Efficiency for New Canadians

One of the primary objectives of the Citizenship to Passport Pilot program is to improve the efficiency of both the citizenship and passport application processes. Some invitations have already been sent to eligible candidates via email. These emails provide detailed instructions on how to fill out the passport application, along with a list of required documentation and information on where to submit the application.
Upon completing their Citizenship Oath, applicants need only submit the passport application to IRCC. The IRCC team will then process the passport application within 20 business days, ensuring a swift and hassle-free experience for new citizens.

Background of the Pilot

The pilot program’s ultimate goal is to explore the feasibility of integrating the citizenship and passport programs more effectively. To achieve this, IRCC plans to train its citizenship staff on the intricacies of the passport line of business. This step not only helps alleviate the pressures caused by the passport renewal surge but also enables new Canadians to access their Canadian passports seamlessly.

In 2022, both the citizenship and passport programs faced significant challenges, leading to lengthy processing times that hindered them from meeting their established service standards. Although substantial progress has been made in reducing application backlogs, new citizens have continued to experience delays in both programs.
The pilot’s results will be carefully assessed to determine the potential for developing an integrated citizenship and passport model. Recommendations for a broader rollout of this efficient system are expected to be made by the end of December 2023.

Canadian Citizenship Eligibility Criteria

Before applying for Canadian citizenship, candidates must meet certain eligibility criteria, which include:

  • Permanent Residency: Applicants should hold permanent resident status in Canada.
  • Physical Presence: Meeting Canada’s physical presence requirements, which entails having lived in the country for at least three years (1,095 days) out of the past five years before applying for citizenship.
  • Tax Filings: Complying with tax filing requirements, if applicable.
  • Citizenship Test: Successfully passing a Canadian citizenship test (for individuals between the ages of 18-54).
  • Language Skills: Demonstrating proficiency in either English or French (for individuals between the ages of 18-54).
