On September 10, 2025, Prime Minister Mark Carney addressed the Liberal caucus and revealed that the federal government is moving toward a more precise, needs-based approach in how temporary foreign workers are admitted\u2014focusing on particular industries and specific regions rather than a broad-brush system. <\/span><\/p>\n<p data-start=\"905\" data-end=\"1101\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Drawing from my experience working with hundreds of clients through TFWP and LMIA, here are the most important updates, what they mean, and what you\u2014and your employer\u2014should be doing now to adapt.<\/span><\/p>\n\n\n<hr data-start=\"1103\" data-end=\"1106\" \/>\n\n<h3 data-start=\"1108\" data-end=\"1127\"><span style=\"font-family: arial, helvetica, sans-serif;\">What\u2019s Changing<\/span><\/h3>\n<ol data-start=\"1129\" data-end=\"2970\">\n \t<li data-start=\"1129\" data-end=\"1428\">\n<p data-start=\"1132\" data-end=\"1428\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\"><strong data-start=\"1132\" data-end=\"1172\">Strategic Focus on Industry &amp; Region<\/strong><\/span><br data-start=\"1172\" data-end=\"1175\" \/><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">The government wants the TFWP to better align with labour market needs in specific sectors and regions. This means that rather than opening broadly, approvals will prioritize areas that truly need foreign labour.<\/span><\/p>\n<\/li>\n \t<li data-start=\"1430\" data-end=\"1598\">\n<p data-start=\"1433\" data-end=\"1598\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\"><strong data-start=\"1433\" data-end=\"1461\">Net New Admission Target<\/strong><\/span><br data-start=\"1461\" data-end=\"1464\" \/><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">For 2025, Canada has set a <strong data-start=\"1494\" data-end=\"1533\">net new admissions target of 82,000<\/strong> temporary foreign workers.<\/span><\/p>\n<\/li>\n \t<li data-start=\"1600\" data-end=\"1913\">\n<p data-start=\"1603\" data-end=\"1913\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\"><strong data-start=\"1603\" data-end=\"1656\">Limiting Low\u2011Wage LMIA in High\u2011Unemployment Areas<\/strong><\/span><br data-start=\"1656\" data-end=\"1659\" \/><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Regions in Canada with higher unemployment rates (6% or more) may see a <strong data-start=\"1734\" data-end=\"1748\">moratorium<\/strong> on processing low\u2011wage LMIA applications. The aim is to protect local job seekers and lessen pressure on local labour markets. <\/span><\/p>\n<\/li>\n \t<li data-start=\"1915\" data-end=\"2170\">\n<p data-start=\"1918\" data-end=\"2170\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\"><strong data-start=\"1918\" data-end=\"1967\">Higher Salary Thresholds for High\u2011Wage Stream<\/strong><\/span><br data-start=\"1967\" data-end=\"1970\" \/><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">\u201cHigh\u2011wage\u201d temporary work permit categories will face stricter wage requirements\u2014wages will need to be set significantly above local medians to truly qualify.<\/span><\/p>\n<\/li>\n \t<li data-start=\"2172\" data-end=\"2383\">\n<p data-start=\"2175\" data-end=\"2383\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\"><strong data-start=\"2175\" data-end=\"2211\">Employer Caps on Foreign Workers<\/strong><\/span><br data-start=\"2211\" data-end=\"2214\" \/><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Employers may be limited in the proportion of their workforce that can be filled via TFWP. This cap varies by region and sector. <\/span><\/p>\n<\/li>\n \t<li data-start=\"2385\" data-end=\"2697\">\n<p data-start=\"2388\" data-end=\"2444\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\"><strong data-start=\"2388\" data-end=\"2442\">Tighter Rules for Spousal Open Work Permits (SOWP)<\/strong><\/span><\/p>\n\n<ul data-start=\"2448\" data-end=\"2697\">\n \t<li data-start=\"2448\" data-end=\"2561\">\n<p data-start=\"2450\" data-end=\"2561\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">The principal TFWP applicant must hold a job in TEER 0 or 1 occupations, or certain in\u2011demand TEER 2\/3 roles.<\/span><\/p>\n<\/li>\n \t<li data-start=\"2565\" data-end=\"2697\">\n<p data-start=\"2567\" data-end=\"2697\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">The work permit of the main applicant must have <strong data-start=\"2615\" data-end=\"2647\">at least 16 months remaining<\/strong> to qualify.\u00a0<\/span><\/p>\n<\/li>\n<\/ul>\n<\/li>\n \t<li data-start=\"2699\" data-end=\"2970\">\n<p data-start=\"2702\" data-end=\"2970\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\"><strong data-start=\"2702\" data-end=\"2741\">Substantial Drop in Permit Issuance<\/strong><\/span><br data-start=\"2741\" data-end=\"2744\" \/><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 12pt;\">Between January and June 2025, new work permits under TFWP dropped by about <strong data-start=\"2823\" data-end=\"2830\">50%<\/strong> compared to the same period in 2024. Only ~33,722 net new TFWP permits were issued in that half\u2011year.\u00a0<\/span><\/span><\/p>\n<\/li>\n<\/ol>\n\n<hr data-start=\"2972\" data-end=\"2975\" \/>\n\n<h3 data-start=\"2977\" data-end=\"3005\"><span style=\"font-family: arial, helvetica, sans-serif;\">Why These Changes Matter<\/span><\/h3>\n<img decoding=\"async\" class=\"wp-image-6559 aligncenter\" src=\"https:\/\/cicvisa.com\/wp-content\/uploads\/2026\/02\/\u87a2\u5e55\u64f7\u53d6\u756b\u9762-2025-09-22-163111-1000x662.png\" alt=\"\" width=\"653\" height=\"432\" title=\"\">\n<p data-start=\"3007\" data-end=\"3094\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">These reforms represent a shift in Canada\u2019s strategy on immigration and foreign labour:<\/span><\/p>\n\n<ul data-start=\"3096\" data-end=\"3995\">\n \t<li data-start=\"3096\" data-end=\"3376\">\n<p data-start=\"3098\" data-end=\"3376\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\"><strong data-start=\"3098\" data-end=\"3133\">Protecting Local Labour Markets<\/strong><\/span><br data-start=\"3133\" data-end=\"3136\" \/><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">By raising wage thresholds, pausing low\u2011wage permits in high\u2011unemployment regions, and capping foreign worker proportions in companies, the government aims to ensure Canadians and permanent residents have fair access to job opportunities.<\/span><\/p>\n<\/li>\n \t<li data-start=\"3378\" data-end=\"3744\">\n<p data-start=\"3380\" data-end=\"3744\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\"><strong data-start=\"3380\" data-end=\"3426\">Efficiency &amp; Alignment with Economic Needs<\/strong><\/span><br data-start=\"3426\" data-end=\"3429\" \/><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Prioritizing key industries (e.g., healthcare, agriculture, manufacturing) and geographic regions ensures foreign labour is used where it is most needed\u2014not uniformly or almost by default.
