font-size: 12pt;\">For many families, this legislative change is more than a technical update\u2014it is a long-overdue correction that restores citizenship rights to thousands who were previously excluded, often referred to as <strong>\u201cLost Canadians.\u201d<\/strong><\/span><\/p>\n\n<div class=\"article-editor-horizontal-rule__container\" contenteditable=\"false\">\n\n<hr class=\"article-editor-horizontal-rule\" \/>\n\n<div class=\"article-editor-horizontal-rule__delete-button-container\"><\/div>\n<\/div>\n<h3 class=\"article-editor-heading\"><span style=\"font-family: arial, helvetica, sans-serif;\">What Problem Does Bill C-3 Fix?<\/span><\/h3>\n<p class=\"article-editor-paragraph\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Under the previous rules, the <strong>First-Generation Limit (FGL)<\/strong> meant that:<\/span><\/p>\n\n<ul class=\"article-editor-bullet-list\">\n \t<li class=\"article-editor-list-item\">\n<p class=\"article-editor-paragraph\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">A Canadian citizen could pass citizenship to a child born outside Canada;<\/span><\/p>\n<\/li>\n \t<li class=\"article-editor-list-item\">\n<p class=\"article-editor-paragraph\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">But that child generally <strong>could not pass citizenship<\/strong> to their own children if those children were also born abroad.<\/span><\/p>\n<\/li>\n<\/ul>\n<p class=\"article-editor-paragraph\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">As a result, many individuals with deep and genuine ties to Canada were denied citizenship due to outdated technical rules\u2014effectively creating <strong>two classes of citizens<\/strong>.<\/span><\/p>\n<p class=\"article-editor-paragraph\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Bill C-3 was introduced specifically to correct this inequity.<\/span><\/p>\n\n<div class=\"article-editor-horizontal-rule__container\" contenteditable=\"false\">\n\n<hr class=\"article-editor-horizontal-rule\" \/>\n\n<div class=\"article-editor-horizontal-rule__delete-button-container\"><\/div>\n<\/div>\n<h3 class=\"article-editor-heading\"><span style=\"font-family: arial, helvetica, sans-serif;\">Who Is Now Recognized as a Canadian Citizen?<\/span><\/h3>\n<p class=\"article-editor-paragraph\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Under the new law, individuals <strong>born before December 15, 2025<\/strong> who would have been Canadian citizens <strong>but for the first-generation limit or other obsolete provisions<\/strong> are now <strong>recognized as Canadian citizens<\/strong> and may apply for <strong>Proof of Citizenship<\/strong>.<\/span><\/p>\n<p class=\"article-editor-paragraph\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Depending on individual circumstances, this includes people who:<\/span><\/p>\n\n<ul class=\"article-editor-bullet-list\">\n \t<li class=\"article-editor-list-item\">\n<p class=\"article-editor-paragraph\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Were born outside Canada to parents who were already Canadian citizens at the time of birth;<\/span><\/p>\n<\/li>\n \t<li class=\"article-editor-list-item\">\n<p class=\"article-editor-paragraph\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Were born outside Canada to parents who themselves gain citizenship under Bill C-3;<\/span><\/p>\n<\/li>\n \t<li class=\"article-editor-list-item\">\n<p class=\"article-editor-paragraph\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Previously lost or were denied citizenship due to outdated legislative rules and now qualify for restoration.<\/span><\/p>\n<\/li>\n<\/ul>\n<p class=\"article-editor-paragraph\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">For many families once labelled \u201cLost Canadians,\u201d this represents a meaningful restoration of rights\u2014not merely a policy adjustment.<\/span><\/p>\n\n<div class=\"article-editor-horizontal-rule__container\" contenteditable=\"false\">\n\n<hr class=\"article-editor-horizontal-rule\" \/>\n\n<div class=\"article-editor-horizontal-rule__delete-button-container\"><\/div>\n<\/div>\n<h3 class=\"article-editor-heading\"><span style=\"font-family: arial, helvetica, sans-serif;\">How Will Citizenship Work for Children Born Abroad Going Forward?<\/span><\/h3>\n<p class=\"article-editor-paragraph\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">For children <strong>born outside Canada on or after December 15, 2025<\/strong>, citizenship will no longer be automatic in every case.<\/span><\/p>\n<p class=\"article-editor-paragraph\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">If:<\/span><\/p>\n\n<ul class=\"article-editor-bullet-list\">\n \t<li class=\"article-editor-list-item\">\n<p class=\"article-editor-paragraph\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">At least one parent is a Canadian citizen, <strong>\u4ee5\u53ca<\/strong><\/span><\/p>\n<\/li>\n \t<li class=\"article-editor-list-item\">\n<p class=\"article-editor-paragraph\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">That parent was also born outside Canada (a typical second-generation-abroad situation),<\/span><\/p>\n<\/li>\n<\/ul>\n<p class=\"article-editor-paragraph\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Citizenship may still be passed on, <strong>provided the Canadian parent has lived in Canada for at least three years (1,095 days) before the child\u2019s birth<\/strong>.<\/span><\/p>\n<p class=\"article-editor-paragraph\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Applicants who submitted Proof of Citizenship applications under the <strong>2023 interim measures<\/strong> do <strong>\u4e0d<\/strong> need to reapply.<\/span><\/p>\n<p class=\"article-editor-paragraph\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">IRCC will:<\/span><\/p>\n\n<ul class=\"article-editor-bullet-list\">\n \t<li class=\"article-editor-list-item\">\n<p class=\"article-editor-paragraph\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Continue processing these applications, and<\/span><\/p>\n<\/li>\n \t<li class=\"article-editor-list-item\">\n<p class=\"article-editor-paragraph\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\">Apply the <strong>new Bill C-3 rules<\/strong> to existing files.<\/span><\/p>\n<\/li>\n<\/ul>\n<p class=\"article-editor-paragraph\"><span style=\"font-family: arial, helvetica, sans-serif;
