Bill C-13 amends the Official Languages Act (OLA) to recognize the importance of protecting the French language as an official language of Canada. The law introduces immigration into the OLA, acknowledging the significance of francophone immigration to minority communities outside Quebec. Immigration, Refugees, and Citizenship Canada (IRCC) will adopt a francophone immigration policy with objectives, targets, and indicators, contributing to the demographic weight of Francophone minority communities. The law ensures that individuals working in federally regulated private businesses in Quebec or French minority communities can work and be served in French. IRCC is committed to promoting francophone immigration outside Quebec, enhancing access to French settlement services, and meeting the target of welcoming 4.4% of French-speaking admissions to Canada by 2023.
