If you’re an international student about to graduate from a Canadian college or university, you’re probably already thinking about your next step—and for many, that means applying for the Post-Graduation Work Permit (PGWP). But starting November 1, 2024, Canada’s immigration department (IRCC) is tightening the rules.

Still think “graduation = automatic work permit”? Not anymore. Here’s what you really need to know.


️ What Is the PGWP?

The PGWP is an open work permit that allows eligible international graduates to work in Canada for up to three years—without needing a job offer.

Why is it important?

  • Gain Canadian work experience post-graduation

  • Qualify for permanent residency pathways like the Canadian Experience Class (CEC) and Provincial Nominee Programs (PNPs)

  • Work freely without employer restrictions

But with new rules kicking in, it’s more important than ever to prepare early and strategically.


1. Language Scores Are Now Mandatory

Starting November 1, 2024, language tests are required for all PGWP applicants. Here’s the breakdown:

Accepted Tests: IELTS General, CELPIP-General, PTE Core, TEF Canada, TCF Canada

⛔ If you don’t meet the required score, your PGWP will be refused.


2. Your Program Must Match Canada’s In-Demand Fields

Not all graduates will qualify anymore. Only programs aligned with labor market shortages are eligible:

  • Healthcare

  • Agriculture & Agri-Food

  • STEM (Science, Tech, Engineering, Math)

  • Skilled Trades (construction, plumbing, HVAC, etc.)

  • Transportation & Logistics

If your program isn’t on this list—even if you graduate successfully—you won’t be eligible for a PGWP.


⏳ 3. Apply Within 180 Days (But Count Carefully!)

You must submit your PGWP within 180 days of completing your program. The countdown starts when:

✔ Your final grades are released

✔ Or when your school issues a graduation confirmation letter

Not from the day of your convocation or diploma pickup. Timing is everything.


4. You Must Hold a Valid Study Permit

Your study permit expires 90 days after graduation. PGWP applications must be submitted before it expires, or you’ll need to apply for Restoration of Status—a costly and riskier route.

Pro tip: Start preparing before graduation to avoid gaps!


5. Full-Time Status is Crucial

To qualify, you must have been a full-time student during your program (except for the final semester).

Had part-time terms, gaps, or a transfer? You’ll need:

  • A strong explanation letter

  • Supporting documents from your school


PGWP Application Checklist (Updated for 2024)

Prepare these in advance:

  • IMM5710 application form

  • Valid passport (ideally valid for 3+ years)

  • Valid study permit

  • Graduation letter or diploma

  • Transcript

  • Passport photo (35x45mm, white background)

  • Language test results

  • Medical exam (if required)


Common Pitfalls to Avoid

Expired Passport PGWP will only be issued up to your passport’s expiry. Renew it early.

Wrong Definition of Full-Time Your school’s definition might not match IRCC’s. Get professional advice.

Delays from Your School Graduation letters and transcripts can be delayed—don’t let that cost you your PGWP window.
