According to the latest research from Statistics Canada (data up to 2022), 58% of temporary foreign workers (TFWs) in healthcare became permanent residents (PRs) during the 2000–2022 period. Even more impressive: over 25% transitioned to PR within just two years of their first healthcare job, and this rate has held steady for decades.

A Growing Trend in Canada’s Healthcare Dependence

Back in 2000, Canada only had about 3,200 TFWs in healthcare roles. Fast forward to 2022, and that number has soared to 57,500 — a more than 20-fold increase.

The COVID-19 pandemic highlighted just how critical this workforce has become. From 2019 to 2020, the number of foreign healthcare workers jumped from 26,100 to 39,300 — a clear sign that Canada’s healthcare system leans heavily on international talent, especially in times of crisis.

From Temporary to Permanent: Why Healthcare Is a Golden Pathway

The stats are clear — and encouraging:

  • PR Conversion Rate Rising: From 2000–2004, about 54.5% of healthcare TFWs gained PR within five years. For those who started between 2010–2014, that rate climbed to nearly 60%.

  • Faster Transitions: In earlier years, it took an average of 15 years to reach a 63% PR rate. Now, that same rate is achieved in just seven years.

  • High Retention Rates: More than 80% of TFWs with healthcare permits remain in the sector after one year. Five years later, 75% are still contributing to Canada’s healthcare system.

This tells a compelling story: healthcare not only provides a faster route to PR — it also offers a stable, long-term future in Canada.

ALTEC’s Tips – How to Turn Your Healthcare Experience into PR Success

If you’re already in Canada or planning your move, and healthcare is your field, here are the key pathways to explore:

  1. Express Entry – Healthcare Targeted Draws Canada is now prioritizing healthcare professionals in its Express Entry category-based selection. That means better chances of getting an ITA (Invitation to Apply) if you have Canadian or overseas healthcare experience.

  2. Home Child Care Provider Pilot & Home Support Worker Pilot These pilot programs are tailor-made for caregivers and healthcare support roles, offering a direct path to PR — often with fewer requirements than traditional streams.

  3. Provincial Nominee Programs (PNPs) Most provinces are actively nominating healthcare workers through their own PNPs. If you already have a job offer in healthcare, you may be fast-tracked for PR at the provincial level.

  4. PGWP for Healthcare Graduates If you’re studying a healthcare-related program in Canada, your path is even clearer. These programs are eligible for a Post-Graduation Work Permit (PGWP), letting you build relevant experience and apply for PR under CEC or PNPs later.
