What Is an Open Work Permit?

An Open Work Permit allows foreign nationals to work for any employer in Canada—no job offer, no LMIA required. Unlike closed permits, which tie you to one employer, an OWP gives you freedom and flexibility across roles, industries, and provinces.


Who Can Apply for an Open Work Permit in 2025?

1. International Student Graduates (PGWP)

  • Graduated from a full-time DLI program (8+ months).

  • At least 18 years old.

  • Must be the spouse of a full-time student in a:

  • Their spouse works in a TEER 0 or 1 job OR in select TEER 2 or 3 jobs (e.g., healthcare, construction, education).

  • The spouse’s work permit must be valid for at least 16 months.

  • Inland PR applicants can apply for a Bridging Open Work Permit (BOWP).

  • Spouses in inland sponsorship can also qualify.

  • Participants in International Experience Canada (IEC)

  • Victims of workplace abuse

  • Destitute students

As of January 21, 2025, dependent children of students or workers are no longer eligible for OWPs.

  • Only spouses of students in advanced or professional programs are eligible.

  • Foreign workers’ spouses must meet stricter job role and sector requirements.
