As of July 2025, Ontario’s Employer-Job-Offer Provincial Nominee streams under the 安省移民提名計劃 (OINP) have undergone their most significant revamp in years. Designed to sharpen alignment with Ontario’s labour-market needs and boost application efficiency, these new rules mean applicants and employers alike must adjust their strategies.


What’s New?

1. Application “Return” Power

OINP can now return an application at any point before issuing a nomination if the job doesn’t match current shortage occupations. Fees are fully refunded—so even complete files can be bounced back.

2. Mandatory In-Person Interviews

For the first time, some Employer-Job-Offer candidates and their employers may be called in for a face-to-face interview. This step verifies the authenticity of the role and employer–employee relationship.

3. ECE Qualification Waiver

Early-childhood educators (NOC 42202) in the High-Skill (HCP) and Foreign-Skilled Worker (FSSW) streams who belong to Ontario’s College of Early Childhood Educators can now waive formal degree requirements.

4. Employer-Led Digital Portal

The brand-new Employer Portal is live. Employers create profiles, post job details, and only then can candidates lodge a fresh Expression of Interest (EOI).

5. Old EOIs Obsolete

All previous EOIs have been withdrawn. You must partner with your employer to submit a new EOI under the digital system.

6. Flexible Stream Openings

OINP will dynamically add or pause streams based on real-time labour demands—so today’s pathway may change tomorrow.

  • Prepare for Interviews: Brush up on explaining your role and your employer’s business in person.

  • Leverage ECE Changes: Early-childhood professionals with the right credentials should act quickly.
