The Immigration, Refugees and Citizenship Canada (IRCC) recently published a notice in the Canada Gazette proposing several modifications to the International Student Program in Canada.
One significant proposed change is that international students wishing to change their Designated Learning Institution (DLI) in Canada must apply for a new study permit. DLIs are the only schools in Canada authorized to admit international students, and thus, must adhere to IRCC regulations.
Currently, DLIs fall under provincial jurisdiction and are bound by provincial regulations. The federal government cannot ensure that each institution complies with new admission regulations.
