Altec’s Insights | The Great OINP Overhaul: Ontario Launches New Workforce Priority Stream in Major Program Redesign

The Ontario Ministry of Labour, Immigration, Training and Skills Development has officially executed the largest structural overhaul in the history of the Ontario Immigrant Nominee Program (OINP). Effective immediately, amendments to Ontario Regulation 422/17 have completely eliminated all eight traditional OINP streams—including the Masters Graduate, PhD Graduate, International Student, and Foreign Worker pathways.

In their place, Ontario has introduced the Ontario Workforce Priority (OWP) Stream, shifting the province towards a high-compliance, labor-market-driven immigration model that prioritizes local employer needs and continuous domestic work experience.

The Two-Phase Structural Reorganization

The modernization of the OINP is being implemented across two distinct phases to ensure a controlled transition:

  • Phase 1 (Active Now): The immediate rollout of the core, employer-driven Ontario Workforce Priority Stream and its three foundational tracks.
  • Phase 2 (Launch Dates TBD): The introduction of three additional specialized pathways later this year, including the Priority Healthcare Stream (no job offer required for licensed professionals), the Entrepreneur Stream, and the Exceptional Talent Stream (targeting global leaders in tech, academia, and the arts).

Important Note on Grandfathered Files: The Ministry has explicitly confirmed that all complete OINP applications submitted and marked “In Progress” prior to this regulatory change are legally protected. They will be adjudicated entirely under the previous criteria and rules in effect at their time of submission.

The 3 New Pathways under the Ontario Workforce Priority Stream

The new core framework relies heavily on full-time, permanent job offers from verified Ontario employers (with exemptions for specific medical professionals) and is divided into three strategic tracks:

High-Skilled Talent Pathway (TEER 0-3)

  • This pathway targets foreign professionals with a qualifying job offer in an executive, professional, or technical occupation.
  • Education: Completion of an eligible post-secondary degree or diploma.
  • Language: A minimum baseline of CLB 6 (select targeted occupations may accept CLB 5).
  • Mandatory Experience (Must meet one):
    • In-Premise Workers: 6 months of continuous, full-time employment with the supporting employer in the offered position within the last 12 months.
    • Ontario Graduates: 3 months of continuous, full-time employment with the supporting employer in the offered position within the last 12 months.
    • New/Overseas Hires: At least 2 years of cumulative, verifiable relevant experience matching the target NOC code within the past 5 years.
  • Note: Applicants holding an active, independent license to practice a regulated profession in Ontario are exempt from these specific experience durations.

Essential Lower-Skilled Worker Pathway (TEER 4-5)

In a major pivot to address foundational labor shortages, Ontario has created a permanent, independent pathway for entry-level and essential workers across all TEER 4 and 5 occupations.

  • Job Offer Metric: The offered position must be paid at or above the median wage for that specific occupation in the regional labor market.
  • Experience: A minimum of 9 months of full-time work accumulated with the same supporting employer within the past 24 months.
  • Education & Language: A minimum of a high school diploma and a baseline proficiency of CLB 4.

Self-Employed Physicians Pathway

An innovative track designed to recruit medical professionals directly into the provincial healthcare infrastructure without requiring a traditional corporate job offer framework.

  • Compliance Baseline: Applicants must hold active registration and be members in good standing with the College of Physicians and Surgeons of Ontario (CPSO).
  • Licensure: Must hold a valid Independent, Academic, or Provisional certificate of registration.
  • Billing Eligibility: Must possess the statutory authorization to bill directly through the Ontario Health Insurance Plan (OHIP).

Tightened Employer Eligibility & Regional Financial Thresholds

To eliminate fraudulent job offers and unauthorized corporate sponsorships, the OINP has implemented stringent corporate headcount and revenue thresholds. All sponsoring businesses must operate a permanent physical location in Ontario for at least 3 years and satisfy specific regional financial tiers:

* Major CMAs include: Ottawa, Waterloo, Hamilton, Niagara, Essex, Wellington, Greater Sudbury, Frontenac, Brant, Peterborough, Hastings, and Thunder Bay.

Transportation Sector Exemption: Commercial trucking and logistics employers (NOC 73300/73301) are exempt from the standard physical location parameters, provided they hold a valid Commercial Vehicle Operator’s Registration (CVOR) with an “Excellent” or “Satisfactory” safety rating under the Highway Traffic Act.

EOI System Reset: What Happens Next?

Concurrent with this launch, the Expression of Interest (EOI) system has been temporarily taken offline and completely wiped of previous profiles. All uninvited EOI profiles held under the old eight streams have been automatically withdrawn and invalidated.

The Ministry expects to debut the entirely redesigned EOI registration and points-allocation platform later this summer. All candidates looking to secure a provincial nomination must wait for this reopening to build and register a brand-new profile aligned with the new OWP metrics.
